IT IS ORDERED AND ADJUDGED that the plaintiffs complaint be dismissed for failure to first obtain leave of the court to file his complaint, for failure to certify that his claim is a new one that has never before either been raised and disposed of on the merits or remains pending in any federal court, for failure to demonstrate that the sanctions imposed by the United States Court of Appeals for the Fifth Circuit have been paid and pursuant to 28 U.S.C. § 1915(g) for failure to pay the $350 filing fee. Further, the court certifies, pursuant to 28 U.S.C. § 1915(a)(3), that an in forma pauperis appeal from this Judgment and the accompanying Order of Dismissal would not be taken in good faith.
